The small raptor looks like an American Kestral. What is the larger raptor? These 2 were doing some great maneuvers for about 10 minutes at the Lost Bridge.

Very cool photo. Measured on my computer screen, if the Kestral is 9", the other bird would be a little over 12". Maybe a juvenile Sharp-shinned Hawk..?

I‘d say the larger raptor is a Cooper’s Hawk. The head looks large and extends well in front of the leading edge of the wings and the tail appears rounded (central tail feather longer than the other tail feathers) with a fairly wide white terminal band. A Sharp-shinned Hawk has a very thin white terminal band and sometimes isn’t even noticeable. As far as the size differential goes, an American Kestrel weighs slightly less than a Sharp-shinned Hawk but the difference between the two species would be subtle. Coopers outweigh both kestrels and sharpies by over 3 to 1 and I think this bird obviously does.
