Forwarding this note from my non-birding sister in Columbus for your consideration:

"Earlier I went out to get in the car, heard some rustling above me, and looked up to see a blue jay standing on my gutter and poking his bill into the leaf litter there. He sort of swept his head to the side, and a shower of leaves came over the edge. While I watched, he continued to hop along the gutter, poke and sweep, poke and sweep. Kept this up for a couple of minutes, then finally flew up into the tree. I had things to do, so went on about my business, plus I think he was keeping an eye on me standing there and would go back to his work once I was gone."

Other than looking for employment in the service industry as a gutter cleaning technician, does any one have any suggestions for my sister as to what her bird was doing?

Howdy William and Kathi...Your Blue Jay may have been rooting around looking for food in the gutters....such as insects... nuts... seeds.. etc. They also " hide " or " bury " their food...they will pick up leaves or other small objects and cover their food with it or stash it in holes for later use. They will do this on the ground or anywhere they feel like stashing it. They are great birds and very intelligent. Hope this helps... :)
